Does anyone know how I can make a bow lifting units (as in archery archery) for about $ 20-30?

I found a site that taught me how to make PVC pipe and wood somekind but I lost the link and I can not find it again. So wondering if anyone knew how to make from simple materials and easy to around $ 30 I've looked everywhere on my farm, forest and can not find something so soft that it bends with power outages at the other with such force that the cracks, so I do not know what to do.
